Embattled Boris Johnson to Resign At 12:30 PM

Embattled Boris Johnson is to resign as Conservative leader today and make a statement to the country – expected at 12:30.

But he plans to continue to serve as prime minister until the autumn to allow a Tory leadership contest to take place in the summer. He is appointing a new cabinet – Greg Clark is the new Levelling Up Secretary while Kit Malthouse is Chancellor for the Duchy of Lancaster.

James Cleverly becomes the third education minister in three days, while Robert Buckland becomes Welsh Secretary.

Labour is saying Johnson cannot stay on as PM, or they will try to bring a no confidence vote in Parliament. Foreign Secretary Liz Truss – who has remained silent for days – is cutting short a foreign trip and returning to London.
