The Ogun State government has faulted the engineering design submitted by Minim and Tonye Nigeria Limited, the contractor handling Senator Gbenga Daniel’s constituency road project in Sagamu, insisting on substantial revisions before work can proceed.
The project, located on the Paddy Arikawe Oye Igbimo Road, was flagged after the contractor commenced work without securing the required state approval, a move authorities described as a violation of regulations.
In a letter dated September 22, 2025, and signed by the Permanent Secretary, Ministry of Works, Engr. Dr. Yusuf I. O, the government said the bill of quantities and designs presented by the contractor fell below acceptable specifications.
The ministry noted that while the total road length is three kilometres, the company failed to clearly define which section the 260 metres approved for construction would cover.
Available records show that Daniel’s proposed road project is divided into four phases, with approval currently granted only for the first phase.
Phase two, covering 740 metres of concrete road and drainage, is awaiting federal approval, while phases three and four remain mere proposals.
The Ogun State government, while welcoming the contractor’s decision to now seek proper approval, laid down specific conditions.
It directed that concrete binding must be of Grade 20, while reinforced concrete base, walks, and deck should be at least Grade 25 with a tensile strength not less than 460 N/mm².
The government further demanded that the contractor use a 220mm-thick reinforced concrete pavement of not less than Grade 35—preferably Grade 40—against the 150mm, Grade 20 pavement it had earlier proposed.
It also ordered that the stone base thickness be increased to 200mm.
Other requirements include providing a full project layout with elevation and grades, concrete pavement details with reinforcement at joints, a list of engineering materials, and material testing for quality assurance.
The contractor was also asked to include design criteria codes when re-submitting the drawings.
